Recently, the Ministry of Emergency Management officially revised and released the industry standard “Chemical Construction Project Safety Design Management Guidelines” (AQ/T 3033-2022), and will be implemented on June 12, 2022.
Safety Design Management Guidelines for Chemical Construction Projects (AQ/T 3033) is one of the earlier published standards in the field of safety design management for engineering construction projects in China. On the basis of AQ/T 3033-2010, this revision supplements the relevant safety regulations and standards newly issued in China in recent years, draws lessons from advanced safety design concepts and project safety design engineering practices at home and abroad, draws lessons from major accidents at home and abroad in recent years, and strengthens the risk-based essential safety design requirements. Strive to prevent and reduce the safety risk of chemical engineering construction projects from the design source. Compared with AQ/T 3033-2010, the 2022 version adds the contents of safety design management at all stages in the technical requirements, highlighting the elements of risk assessment, especially the requirements of risk assessment before major design changes. The risk matrix method, intrinsic safety review and other related reference examples are added.
The revision and implementation of the standard will strengthen the management of chemical safety design, accelerate the integration with international advanced engineering practice, and play a positive role in promoting and supporting the essential safety level of the chemical industry and effectively preventing and resolving major safety risks of hazardous chemicals.
